
With over 29 years of law enforcement experience, I have specialized in serious criminal trials that focus on the digital fingerprint. My work includes communication analysis in local, state, and federal cases, where I have earned recognition as a Subject Matter Expert (SME). I have been admitted as an expert in both State and Federal Courtrooms, providing expert testimony that supports my findings. As a representative for the Major City Chiefs (MCC) before the Texas 82nd, 83rd, 84th, 85th, and 86th Legislatures, I also authored a bill in the 88th Texas Legislature. Additionally, I served as the IACP/MCC representative before the Senate Judiciary Committee on the reform of the Electronic Communications Privacy Act (ECPA) and before the Energy and Commerce Committee regarding encryption. Furthermore, I am committed to enhancing law enforcement training to better address these evolving challenges.
